0: 4/5 majority required to change the Charter in the future.
1: 1.1: Future members of the voting body of the charter will be selected by the original council members. These new five will serve terms of seven years, while the original five are permanent members.
1.2: Members of the Covenant will be allowed entry based on a simple majority vote.
2: No members of the Covenant may declare Wizard’s War on other members of the Covenant, unless those members have been expelled from the Order or Covenant.
3: 3.1: Future members of the voting body of the charter will be selected by the original council members. These new five will serve terms of seven years, while the original five are permanent members.
3.2: Potential associates will be voted upon by the full body of the Covenant, Associates, Full-Members and the Permanent Body. A simple majority vote is all that is required to enter the Covenant as an Associate
3.3: Full-Members of the Covenant will be selected from Associates of the Covenant. This vote can only occur after ten years of membership within the Associate status. A 4/5 majority is required here.
4: Labor for the Covenant is based upon Seasons in a Tribunal. Permanent Members are only required to do 7 Seasons in a Tribunal, their Apprentices do 9 and all other members perform 8.
5: 5.1: An Arbiter will be used in order to decide the values of services rendered versus Vis or other covenant resources. This Arbiter shall be removed from consideration of voting positions or votes in general, and their suggestions can be vetoed by the voting body based on a simple majority.
5.2: The Arbiter shall be exempt from Article 4.
5.3: The Arbiter may not change the value of previously finished or paid for services, ex-post facto.
5.4: The Arbiter serves a life term.
6: 6.1: The Covenant is secular, and therefore no votes either restraining or expanding the power of religion within the Covenant. Only in matters of emergency shall matters religious be brought up.
6.2: The worship, summoning or otherwise strengthening of Demons, Devils or otherwise Infernal Creatures is banned as exemption to 6.1. Anything that produces an Infernal Aura counts as the above.
7: For covenant charter changes, all 5 members of the permanent council must be present. For all other votes, 3/5 of the permanent council plus a simple majority of the body.
8: 8.1: The Sanctums and property of fellow members of the Covenant are sacrosanct, and may not come to harm or damage or be taken via votes of the Council.
8.2: Contraband according to Hermetic Law does not apply.
8.3: Sources of Vis have a special exemption from this rule. See Article 10.
9: The covenant shall have the power to own resources including but not limited to books, vis, grogs, buildings.
9.1: If covenant owned resources are to be given to any member, they must be given to each full member in equal amount and kind.
9.2: A resource that has been traded for or created with or has in any way been directly acquired through the expenditure of covenant resources is covenant property
10: If a vis source is discovered by any of the members, associates, or apprentices of the covenant, it must be surrendered provided the covenant does not posses a vis source which produces vis of the same type. The magus will receive equivalent seasons of service from the arbiter.
10.1: If the covenant already possesses a vis source that produces the same type(s) of vis as the newly discovered source, the source’s discoverer can choose to keep the least of the vis sources and will receive covenant service equivalent to the difference in value.
10.2: A strict limit of one vis source per hermetic art is allowed for each magus. In the event that a magus should discover multiple vis sources of the same art or one that is of the same type as a personal vis source, the magus chooses one to surrender to the covenant.
